Есть такой знаменитый (по непонятным причинам) Фарид Закария. Еще в студенческие годы я читал его книгу про постамериканский мир будущего. Чтобы завлечь покупателя, на задней стороне обложки был изображен аж "сам" Обама с этим трудом в руках. В целом, книга больше ничем выдающимся не отличалась. Сегодня господин Закария вышел с очередной статьей. Он, наверняка, считает ее концептуальной. Всю приводить не буду, она большая и очень скучная. Можете прочитать здесь.

Главный тезис Закарии можно реконструировать следующим образом: технологические революции ведут к ускорению социальных изменений, те - к росту тревоги, что приводит к завышенным ожиданиям граждан, которые разочаровываются в медленной демократии, вследствие чего и возникает популизм. Схема стройная, но нерабочая. Технология у Закарии превращается в независимую историческую силу, почти в субъект истории. Она якобы «ускоряет» жизнь, а политические институты просто не успевают за этим ускорением. Все сама по себе. Ответить при этом на вопрос, почему одна и та же технологическая революция порождает столь разные политические реакции в разных цивилизациях, Закария ну никак не хочет. Цифровая революция происходит одновременно и в США, и в России, и в Индии, и в Саудовской Аравии, но политические реакции везде радикально различаются. Потому что сама технология ничего не объясняет. Она создает новую среду, внутри которой действуют уже существующие политические культуры, социальные структуры, религиозные традиции, национальные идентичности и представления о легитимности.

Закария фактически совершает классическую ошибку модернизационной теории, предполагая, что существуют единые универсальные процессы модернизации, а политические системы должны лишь к ним «адаптироваться».

Цифровая революция в значительной степени разрушает традиционные посреднические институты, фрагментирует общество, индивидуализирует человека, создает информационные пузыри и подрывает монополию государства и традиционных СМИ на производство легитимной информации. Это уже никакое не ускорение, а вполне себе изменение структуры социальной реальности. Поэтому вопрос, который Закария должен был бы задать, заключался бы в том, не является ли кризис демократии не следствием того, что государство недостаточно быстро работает, а результатом самой либеральной модели общества, которая производит все больше несовместимых идентичностей, интересов и представлений о справедливости?

Закария говорит, что люди хотят, чтобы государство строило жилье, развивало инфраструктуру, сокращало неравенство и эффективно управляло технологиями. Разумеется, хотят. Но почему они голосуют за популистов? Население выступает против либерального истеблишмента потому, что оно все чаще считает его ценностно чужим. Для Закарии не существует таких категорий (он - либерал, это нормально), как национальная идентичность, религия, отношение к национальному суверенитету. Трудно объяснить подъем AfD, Национального объединения, Трампа или других правопопулистских движений исключительно ростом стоимости жилья и развитием смартфонов.

Избиратель переживает не за то, что государство недостаточно быстро оказало ему услугу. Он все больше обеспокоен тем, что оно больше не представляет таких, как он.

Статья построена вокруг идеи о том, что общество изменилось быстрее, чем политические институты. Но кто именно управлял этими институтами последние десятилетия? Ведь цифровая революция не была природным катаклизмом. Ее регулировали, финансировали, направляли, приватизировали, глобализировали и встраивали в экономику. Нынешний кризис возник потому, что политические элиты сделали определенный политический выбор, а затем, когда возникло недовольство, стали объяснять все сложностью современного мира.
