Повышение статуса обусловлено ростом ВВП Кении и добровольным решением увеличить взносы на 2027–2029 годы. Страны Tier One обеспечивают около 45% регулярного бюджета Африканского союза (АС).

«Повышение Кении до Tier One — это не просто увеличение финансовой ответственности. Это подтверждение уверенности Африки в экономическом прогрессе нашей страны, её лидерстве и способности вносить значимый вклад в будущее континента», — заявил премьер-министр, глава МИД Кении Мусалия Мудавади (на фото).

Это часть стратегии по снижению зависимости от внешних доноров — Европейского союза (крупнейшего донора, покрывающего львиную долю миротворческих расходов), США, Китая, Германии, Франции, Великобритании, Японии и агентств ООН.

В 2021–2025 годах внешние партнёры финансировали 58–67% общего бюджета АС, 76–77,5% программных расходов и практически 100% миротворческих операций. Операционный бюджет оплачивают государства-члены, но развитие и безопасность критически зависят от доноров.
